Bridging the Gulf: Inside Finland’s Landmark Hailuoto Fixed Connection Project

For decades, traveling to Hailuoto—the largest island in the Gulf of Bothnia and Finland’s only independent island municipality—meant relying entirely on a ferry service. While scenic, the 25-minute journey was subject to weather conditions, winter ice, and seasonal bottlenecks. That era came to a close with the grand opening of the Hailuoto fixed connection (Hailuodon kiinteä yhteys), a monumental infrastructure project that permanently transformed how people, goods, and vehicles reach the island.

A Bold Engineering Vision Realized

Construction on the fixed link officially kicked off in May 2024, utilizing a collaborative alliance model between public authorities and engineering firms. Spanning a total length of 8.4 kilometers between Riutunkari on the mainland and Huikun on Hailuoto, the project successfully bridges land, sea, and extreme northern weather conditions.

Rather than building a continuous bridge over the entire stretch, planners devised a hybrid solution combining an extensive marine causeway with two major river-and-sea-crossing bridges:

  • The Marine Causeway: Stretching nearly 6.9 kilometers, this impressive roadbed is engineered to sit safely above wave action, protected by heavy rock armor designed to withstand severe wind and ice loading.
  • Huikun Silta (Huikku Bridge): Located on the Hailuoto side, this 767-meter-long steel-concrete composite bridge features a high clearance of 18 meters to accommodate shipping channels. Its distinctive, inclined piers are specifically shaped to break and deflect heavy ice masses, functioning almost like icebreakers.
  • Riutun Silta (Riutku Bridge): Positioned on the mainland side, this 737-meter-long continuous prestressed concrete bridge handles the approach with robust durability and precise thermal and structural management.

Hailuoto Fixed Connection by the Numbers

  • Total Length: 8.4 km (including the causeway and bridges)
  • Causeway Length: 6.9 km across the Perämeri basin
  • Huikku Bridge Length: 767 m (18 m vertical clearance)
  • Riutku Bridge Length: 737 m (5 m vertical clearance)
  • New Travel Time: Approximately 8 to 10 minutes by car, available year-round
  • Total Investment: Roughly 108 million euros

A New Chapter for Island Life

The opening of the fixed connection has integrated Hailuoto more closely with the broader Oulu region. By replacing the 1968-vintage ferry route with a seamless road link, the project eliminates seasonal waiting times and overnight travel gaps. Commuters, local businesses, freight haulers, and nature tourists now enjoy swift, predictable access to the island, securing a vibrant and connected future for Finland’s unique maritime community.
